License for base metals

According to the  valid Russian legislation license is required for buying up of the base metals from individuals and legal entities, scrap picking, stocking assortment, recovery, reducing, breaking, cutting, pressing and remelting of the base metals scrap. Selling and other transfer of the scrap is also a subject to the licensing.

License for base products is valid up to maximum five years (it can be prolonged), application for license is considered during 60 days from the day of providing all documents upon the list set according the normative acts.

The list of documents to issue the license associated with the processing of metals includes both “standard” list of documents and:

• Foundation documents (notarized) of the legal entity with all changes and addendums. State registration certificates proving its changes and the documents-basis for these changes (decisions of the founders, minutes of general meetings of the LLC members, etc.), Official Single Register of Legal Entities certificate (for individual entrepreneurs);
• Personal tax reference number certificate;
• Consignee Basic State Registration Number certificate;
• Statistic codes (letter from Federal Service of State Statistics);
• Documents proving the qualification of the staff issuing the license;
• Documents proving the availability of the required licenses for basic metals scrap collection, processing and selling;
• Technical regulations giving testimony to availability of the technology of basic metals scrap collection, processing and selling. Technical regulations should contain the makeup of the used equipment as well as its production on different operations;
• Payment of the considering the application for the license and providing its blank (1300 RUR).
